Acceptance process and apartment commissioning – do you really need professional assistance?



If you are buying home directly form the developer, you need to wait for the end of the investment and... the end of corrective works. Investment acceptance process in the most important step before you collect keys to your home. It is worth to have it done professionally, in order to avoid potential problems. What should you know about the acceptance process?


Apartment bought in the primary market requires competent acceptance process. Before the acceptance protocol is signed, new owners need to be sure, that the developer eliminated all defects. Internet forums are buzzing with dozens of descriptions of unpleasant experiences owners had with developer companies. These owners share the details about the acceptance process they were not aware of, in order to make others learn from these mistakes. There is also a number of handbooks on what to pay attention to during the final acceptance of the apartment, but is all that enough?


What do you really need to know about the acceptance process?

Commissioning (acceptance of the technical condition) requires accurate measurements and checking whether theapartment’s area corresponds with what is provided in the sales agreement. The developer is obliged to pay off the difference, if the owner paid for a larger space. Arrangement of the apartment, each partition wall, and installation have to meet certain conditions (allowing for the margin of error).


Some developers practice separate commissioning and final acceptance process. The latter includes the receipt of keys and writing down meters’ readings. It is a good idea to have the commissioning done after all the corrective works are completed –  the developer is obliged to cover costs of the apartment maintenance until the owner collects the keys.


During the commissioning we should check the following:


• total area and arrangement of the apartment;

• heating, electric and water systems and installations;

• plaster: quality, defects, even application of  layers;

• floor levelling;

• windows: tightness, cracks, squeaking, paint spots;

• doors: quality and smooth opening;

• ventilation: draft test;

• balcony: standard of finishing and tiles placement.

• Commissioning in conducted in order to make sure that the developer met the conditions provided in the agreement.

• It should be based in on the building permit design.

• Finishing standard is also described in the agreement and the apartment should be finished accordingly.

• Date of the commissioning should be agreed on by both the owner and the developer.

• The developer cannot commission the apartment without the presence of the owner.

• In case of any, even the slightest, defect, the owner should not sign the acceptance protocol.

• He may decide to perform the corrective works on his own, after negotiating the apartment’s price reduction.

• The more details included in the protocol, the better.

• If there are any defects discovered after the acceptance process, the owner may demand their repair in the statutory warranty claim.

The most important issue is how to find a person, who will lead the commissioning and acceptance process flawlessly. It is a difficult thing to do on your own, if you are not an expert in the subject and don’t know the procedures. Sometimes, new owners ask a family member for help, but hiring a professional, external company which specializes in commissions and acceptance processes is the best you can do.


This huge investment of the apartment purchase, should be conducted property till the very end. It is worth to entrust system and installation tests, as well as the protocol preparation to experts. This is the only way to ensure the proper check of your new apartment’s condition.
